It's kind of a judgement call, and there are long threads on the subject here on this forum, if you want to know more. If you are using a multi-band compressor, that can kind of do a lot of what a limiter/maximizer does, but you'll still need at least a brickwall limiter after that compressor to knock down any remaining peaks that might go over. If it's already pretty well compressed and has just smallish peaks above the main body, you might not be able to get much more reduction without going overboard. If the mix has, say, really dynamic snare and kick you might have really big peaks for those (thin, but tall.) So you could knock down perhaps more than 3dB. You want to be basically just knocking down the larger peaks, but it'll depend a lot on how it was mixed. Do another export and bring up both the WAVs and look at them. Then set the maximizer's threshold to a few dB below that peak level of the song. Do an export to a WAV before you engage the maximizer. You have to play the song and watch the master buss and see what the peak level is. Mix audio tracks, apply effects, restore damaged recordings, remove vocals, and synchronize audio with video. Then you use the limiter/maximizer to generate the final output, and it'll get the levels up apprporiately. The mix you generally want to be coming in around -6dB or thereabouts (though if it's up or down from that a bit not to get paranoid), so that you have have some room to do any final adjustments of EQ and whatnot.
Larry's suggestion above is for the *mix*, not the final mastered output, so be careful to distinguish. That way, it'll limit the output to just under 0dB, so that if there are any inter-sample peaks, they won't go over and clip. You should set it's output level to -0.3dB generally. This happens both with my cell phone and my land line.You should be using a limiter/maximizer plug as the final plug on the master buss. The only way to do so is purchase a one-time voucher for 10-digit code that must be entered on a phone's touch pad. I tried to contact their tech "support" department. I only see an error message stating that the file format is not supported. On the other, it starts up and looks great until I attempt to open an mp3, wav, or wma file. Sound Forge 11 only runs on one computer. Now there's another problem: the Sony MP3 Plug-in 2.0 which is installed with version 8 needs to be registered and doesn't seem to have a time-out like the app does. Version 8 works perfectly on both computers. I couldn't register 8 online, but fortunately after several prompts to do so, there was a "don't ask me again" option which solved that problem.

I had Sound Forge 8 working on my Windows 7 64-bit system until my 2 computers crashed within 2 weeks of each other and I had to reinstall all my software from scratch. Now it's marketed by Magix which has a horrible rating for their (lack of) technical support.
Overall Opinion: This was great software when it was marketed by Sonic Foundry and after Sony acquired Sonic Foundry several years ago.
